In the Q1 stage, the Collector will have anywhere from 17 to 21 Volts DC and the Base Voltage will be clamped to 12VDC thanks to the Zener Diode D3. The output at the Emitter called Voltage Common Chassis at valued around 11.3 VDC that travels out to J2P2 and down to the K1 Relay Stage.
