This is an specific variant of the circuit 'MOSFET Voltage Divider'. The goal is to generate a voltage halfway of power supply rails.
The MOSFET parameters were left in the default values. To some extent they can be arbitrarily modified, as long as the two MOSFETs are matched the output voltage will be one half of the supply voltage. However, it should be noted that the current drawn depends on the power supply voltage and the properties of the MOSFETs.
