4 sec OTD

Supposedly a 4 sec time delay before NE555 output, which should open a 2N5822 transistor to activate a relay. Operation of NE555 rectified by connecting pin 4 to Vcc, thus giving it a reset pulse at startup. Seems to operate properly, even though the bulb connected to the relay doesn't light up as it should - the currents in the circuit implies everything is operating as planned. The NE555 setup is done according to guidelines from TI.
