R1 R2, and R3 form a voltage divider at 2/3 and 1/3 VCC. This window detector has a high output when the input voltage is inside the 1/3 to 2/3 VCC window. The LM339D open collector comparators are connected using a wired-OR configuration. The diodes allow you to see the circuit operation.
