This is because LED2 is stuck in that state. If you close switch2 "S2" We can reset the state of LED2. Notice how LED2 is ON but LED1 is turned OFF. Now, if you open or close switch2 "S2" notice how nothing happens to LED1. This is because LED1 is stuck in that state. The process repeats.
